The owner says it is a "RIdge" but I 'd guess that was a typo for Rudge, as the "i" and "u" are next to each other on the QWERTY keyboard. Unfortunately, the site doesn't appear to have the option of editing posts after they have been submitted.

If I remember correctly, Rick Wolfe can install a tire on that for you.
If not call Lorne Shields, he will know someone from the Wheelman who could.
They may be your best bet for the seat parts too.
