I have an identical bike. My bike has a triplex crank and Gibson pedals. Most 1942 higher quality CCM bikes have these interesting painted rims. In 1941 CCM started making their own Westwood style rims and stopped buying rims from Dunlop. This meant that they were no longer buying the 28 X 1 3/4 W.O. Made in England rims. These rims were chrome plated and CCM added a large red centre stripe on them that was edged in white. For 1942, in order to distinguish the rims supplied with the higher priced models. CCM painted on a large blue centre stripe, edged in white, over a silver background. To the best of my knowledge, this was done only for 1942.
I stand corrected. The rims are blue with a siver stripe in the centre that is edged in red. If your centres appear white, it is possible that they are faded.

It appears that the stripe is a match to the paint used on the fenders. Its closer to a cream than a white
