Yes, it was made by CCM. It probably dates from the mid to late '60's. Maybe someon on the list who knows more about 1960's serial numbers can pin it down for you.
JC Higgins was the brand created by Sears, wasn't it? The Canadian department stores often imported bikes from places like England, Hungary, etc. It seems odd to find one made by CCM.

I took the wheels off and they are not original. Rims were made in France. Obviously it was someone's rat bike project. I am thinking of putting an ebike motor or gas motor on it.
The serial number indicates that the frame was manufactured during 1964, though it could be 1965 model if manufactured late in the year. It is basically a rebadged CCM Catalina with some lower grade parts to be more cost effective for department store consumers.
The bike is virtually identical to a CCM bicycle of the same vintage, with the exception of the headbadge. In the 1960's, CCM phased out their comprehensive Bicycle and Accessories catalogue. At the front of this catalogue, most of the current models offered by CCM were shown and described. The last catalogue that of this type that I have ever seen was for 1962. CCM tended to offer wall posters with their available bicycles and accessories catalogues that had the models shown on the insides of the front and back covers. As a result, the all-in-one description of each individual model was not really available to dealers or consumers.
You should be able to find more information on J.C. Higgins bicycles, but many of these were not made by CCM.

There is next to nothing for information on this bike. I guess it wasn't a big seller.
anyways finished repainting it. Just waiting for new grips and saddle.
i haven't decided if I. Going to repaint the fenders. Took them off an Eatons bike.
