Serial Number Help

Hi there,

 

can anyone confirm IF this serial number is CCM? I'm not used to seeing 2 letters at the start 

 

TE 66673

 

I've added a few pictures. 
 

I remember from having posted before that CCM outsourced many of their frames to various companies. As this is Eatons Canada branded, I wonder if it is CCM built? All English components however. My second one like that. Lol.

 

Any help would be greatly appreciated.

This bike does not appear to be made by CCM. The wheels seem to be spoked 32/40, which is typical of English bikes. It was probably made by Phillips for the Canadian market.
