1930's Simpsons RIDEWELL Bike --- Could it have been made by CCM ???

My wife picked up a couple of old bikes from a local senior who got both bikes before he went off to WWII in 1939.

 The mens bike was obviously a 1938 CCM with proper CCM head badge, and the womans bike was a Simpsons bike. 

I have attached pictures of the Simpsons bike and the Simpsons headbadge.

The headbadge says "Simpsons" on it in cursive and above that it has "RIDEWELL" in art deco capitals. In the picture you can see the front letters clearly.

On the big nut that secures the quill  at the top of the front tube the letters CCM are clearly stamped. 

Is there any chance that this bike was actually built for Simpsons by CCM ??
