1949 with Blue Headbadge

I picked up this 1949 lady's bicycle from a friend of mine.

It has the blue headbadge. I have seen this badge before but not a lot.

My men's 1949 has the perforated badge as shown in the attached photo.

Does anyone know the history of the blue headbadge?

I believe the blue badge was for bikes with the cyco-sonic crankset.  I have a '53 with the cyco-sonic drive, but it has the later red headbadge.  The bottom bracket shell is slightly smaller than the standard one on mine.  May be a way to easily identify if yours has it.
