53 CCM (taking apart gooseneck / forks)

I need help taking apart this gooseneck and forks.  I may try to restore this bike or leave as is .  Can anyone offer me tips on how to take forks and gooseneck apart .  I took rod out but seems to be still attached .  Sorry I’m a rookie and looking to learn . Thanks... Buck

When removing the handlebar stem, the center bolt is only undone something like 1/2", and then tapped with a hammer and a block of wood. The bottom of the center bolt screws into a circular wedge that fits into the bottom of the handlebar stem and locks it in place in the fork when tightened. The hope is that by knocking the wedge down, it will come out of the handlebar stem (gooseneck) and allow for its removal. However, on old bikes this is not always the case. Sometimes things like WD40 and/or a torch must be used. For really stubborn stems, they may have to be cut with a hacksaw to remove them.
