Came across a 1927 men's ccm in a junkyard but 2 inches up from the dropouts there is a bend and little kink in the rear stay. Any way to fix other than cut and weld?
Some bicycle tool companies, lIke Park and VAR, used to make seat and chain stay straightening tools. If you have a good bicycle shop or framebuilder in your area, they may have one. They do show occasionally for sale but are generally so expensive that you could get the entire stay replaced by a framebuilder for the same price, which is another option.
put a picture, might help understand exactly what you have to fix
