Can anyone date this bike?

Received the following note. Can anyone help date this particular bike? John 

I'm hoping you can help.  My father remembers getting his CCM bike in the 1940's.  It was second hand then.  I've looked all over for anything that might look like a serial number and what I can find is a number on the frame by the back wheel - 308824 and a number under the bottom bracket where the 2 pedal cranks meet - 12021.  I have looked on the frame under where the seat post is but there doesn't seem to be anything stamped there.  It still has its original paint so I would think it would be easy to see something stamped there.  Any help is you can give me is greatly appreciated.

   Hi John,  I believe it is from the 1950's going by the headbadge, brakes and rear dropouts. I am not sure about the serial numbers though..   Dave

That was my thought as well Dave. Curious that the individual who inherited the bike was told it was bought second hand in the forties. This is the second time recently where I received a note from someone who has inherited a bike and was given info that just didn't seem to  jive with the look of the bike itself.
