CCM often introduced new models and features based on what Schwinn was doing in Chicago. Schwinn offered a locking fork on their "New World" models that came out before the war/ Raleigh also had a locking fork. Brcause of the nature of the CCM double plate forj crown, a kocking fork would have been more difficult. This may be why CCM came up with the idea of a lock on the seat stay.
This locking mechanism first shows up in the 1938 CCM catalogue, then again in 1939.
