frame marking?

Hello, Im hoping someone will know what this was? 

After i cleaned the rust off this marking became visible on the down tube

the bike is a 1937 double bar

That decal, I believe, was a standard CCM downtube decal from this period. If you search "Wayne Gillies CCM Decals" you should be able to find what the decal originally looked like. Some CCM decals, including this one, were reproduced by Gus Salmon i Florida.
