They were definitely made for bicycles and were common at one time. I have several pairs of them and they were all removed from bicycles. The Torrington bars should have a "T" close to one end.
Yes, I can sell you a pair for $25 plus postage. I live in Edmonon - I am not sure where you are. The bars I have would need to be cleaned up with SOS and the chrome will not be perfect, but they look better than the ones in your picture. A couple hours of googling at the Calgary airport and i answered my own question .
