I can't quite make out the second character in the serial number. It should be a letter which would identify the year of manufacture for bikes made between 37&48

Are you sure it's a CCM? The badge is not attached to the bike and the crankset was not made by CCM.

It could be made by CCM. Closer pictures of the front and rear of the bike would help. If it is a CCM, my guess would be 1940 or 1941. These years were the big years for CCM's use of the British-made UEK crank.

I agree with John. The English UEK crankset was popular on the budget CCM brands, such as Cadet,  just after the start of World War II.

I did not know about this other crankset. What does UEK stand for?

Brian, I don't know what UEK stands for but this is how they are described in the CCM catalogues. They typically come with a Bayliss-Wiley bottom bracket but, to the best of my knowledge, Bayless-Wiley did not manufacture crankarms. They look like a Williams design and even some of the successors look like Williams but I can't recall seeing one with the unique Williams date code stamp. Then again, I haven't had the opportunity to examine one in a long time.

CCM continued to use these crankarms into the 1950s on budget  brands, such as Cyco, some children's models and bicycles contract manufactured for other companies. They can also been seen on many English sourced, marketing brands of the era, such as early Supercycles. Given their prominence on bicycles with threaded, English standard, bottom brackets, I've  taken to jokingly referring to UEK as Universal English Krankarms.
