While I'm not 100% positive, I believe they're just a sequential manufacturing number. If so, your friend's bicycle would be the 20,453rd frame manufactured that year.
CCM bicycles with 1946 serial numbers were available by September or October 1945. Up until about 1949, CCM model years started in September, just like the auto industry.
I get photos to under 2mb by using an edit program and cropping off the unnecessary edges. There is probably a better way but I haven't figured that out yet.
I assume the OP is using a Microsoft operating system. If so, the PC should have a program called (Microsoft) Paint. If you open the photo using Paint there will be a Resize function that will allow you to downsize the image by pixels or a percentsage of the horizontal and vertical dimensions.
Most cameras also come with software that will perform a similar function.
According information published by CCM , a 'P' as the 2nd character indicates 1946. Forum members would appreciate photos of the bicycle.
I found the chart late last night indicating the 'P' as 1946 -- any idea what the rest of the numbers are ? I'll get a picture up shortly

Try taking a screenshot of your image and post that image instead.... seems to work for me.
