I seem to recall seeing frames like this in the past. They had a sharper bend in the top tubes than the CCM's. It has been 20 to 30 years since I saw them and I can not remember the make. They were made in England for the Canadian market. The original wheels were spoked 32/40 with Canadian size 28 X 1 1/2 Westwood rims. I think that the cranks were cottered.
That sharper bend top tubes have been seen on some Eaton's Glider models that were reportedly manufactured by Raleigh. We've also seen some Supercycle Motorbikes that may have been manufactured in England. They had the closely spaced top tubes, though the bend wasn't as sharp.
Both of the pictured bicycles have small diameter BB shells, indicating that they were almost certianly orignally fitted with cottered cranksets, which were common on British sourced bicycles and lower level, Canadian manufactured bicycles, such as those offered by chain stores.
