The subject bicycle is a CCM Cyclet No.51, a small wheeled, children's sidewalk bicycle. The Cyclet was introduced in 1926 with a single bar frame, which eventually became known as the No. 52 Cyclet. The No. 51 Cyclet with the double bar frame was added sometime during the period of 1929-1931. It was available at least as late as 1937 but had been discontinued by 1941. I don't believe that the Cyclets were serialized, in which case there is no way to tell the exact year. I'd just call it 1930s. Sorry, I don't have any idea on the value.

those can be pretty collectible,
most I have seen sell for over $500 .... for some reason, people that collect those pre-1930's children sizes bicycles/tricycles pay up for them
that is an early little tricycle sized badge, got a couple NOS example of those badges
