heating with a blow torch and then letting the part soak in varsol for a day works well for softening stubborn goo (I do this on old motor castings with caked on oil and soil). the problem with a bike is that the paint will come off with the goo.
maybe rubbing with steel wool until you reach the paint would do it?
a picture would help in determining what exacly the goo is.
Varsol should work and not harm paint.
