Yes this is a CCM product. It's essentially a rebarnded CCM Targa, which was the bottom of the line, adult, lightweight model. I see it has the infamous 1st generation Shimano Positron rear derailleur. Negligible value in current condition. This is the type of bicycle you find at sidewak sales with asking prices of $20 and can often picked up for free.
This photo brought back some memories. Yes it is a CCM Targa rebranded. As a teenager working in a bike shop during the early 1970's the CCM Targa was the most time consuming bike to assemble. Handlebars, brake levers, brake cables and viny ltape were all loose in the box. The main shipping carton was glued tightly shut. Other CCM models were the same. Raleighs from Browns Line were much better. The best ones to asemble were the Peugeot bikes (U06 & U08) as I recall. They came from Harry D. Shields in Toronto. I can't remember the retail price of the CCM Targa, thats almost 50 years ago. The Targa was very popular at the time.
