TOC Ladies Frame Need ID

I got this on the weekend. Has anyone seen a frame like this before. Very heavy lugs, cottered crank and cottered pedals. No headbadge, no holes for it. It looks like it had a spoon brake before. The owner put his initials and 52 under the BB.
