Vintage SCP Standard Cycle Products Bicycle w/ Newspaper Carrier Basket

This bicycle has a serial number of: A03358.  Can anyone tell me the year?

Also with having a newspaper carrier basket was this a sepcial model as the bike does not have a crossbar.
