I had a tire in similar shape a few years ago. I was in a pinch and needed to get to the bank on my lunch. The only bike I had at work was one with the tube bulging out of the tire. Made it about 2km before a large bang was followed by a quickly deflating rear tire. Saw it coming but didn't have much of a choice.
Denis, based on the decal style it appears to be a mid-1980s, Procycle manufactured frame. Given the apparent era, a cottered crankset would be indicative of a CCM Pekin, which was the bottom of the lightweight line.
How far do you think he'll get?
What model is it ?..Anyway this tire is out of use :) you should change the tire and the inner tube .
