i recently found a wood rim spoked it up and then found a 700c tire would not fit it was way to small but to my surprise a 27x1/4 fit perfect a 27 is bigger than a 28 this info may be of use to someone william rudolph

This is a very common problem with early wood rims .( dunlop style wire bead 28 inch. You can have a couple rims seating on the ground and a 700 tire will fit one or two but not the others even though they look the same. What i do is when they are unspoked try a tire on first. If it does not fit you can lower the bead seat on the rim with a router and also the centre part to let the tire seat down lower in the n middle also lower the spoke nipple holes. Really a trial and error.
been there routering a rim but maybe a 27 '' inch tire would have fit an if i was not fussy it may not have been required like dave brown says try a tire on first
