My initial thought that it is a 1890s Napoleon built by Jenkins Cycle co, Chicago, given the slingshot seat stay. After looking at your recent pix, I don't also see the slingshot design on the chain stay, which i would expect to see on a Jenkins Napoleon, (not to be confused with the later Sears Napoleon)
If you put pix on the Wheelmen and CABE, some one may be able to identify it. The chain wheel is not common; it may be the key to identifying the bike. Is there a 1888 patent date stamped on the underside of the BB housing? I also saw writing stamped into theBB in your previous pix but could not read it completely.
