white tipped rear fenders

Who knows what year was the first year for white tipped rear fenders ?

if I understand it correctly, it became law that the rear fenders on bicycles were required 

to be painted white for safety.

I see quite a few bikes with the lower part of the rear fenders have a 6 or 8" section painted white.

Can anyone provide the facts on it ?
