The subject bicycle is a 1971 CCM Galaxie. I recall these coming with chromium plate mudgauards and chainguard, not white. The paint flaking from the top of the head lug, in conjunction with what appears to slight rippling on the bottom of the lower tube, immediately behind the lug, indicates that it may have been crashed and has a slightly bent frame. In my opinion, it's a sub $100 CDN bicycle, even in a bigger market.
